The Appraisal District Staff’s Role in the Property Tax System

The Appraisal District staff performs the administrative and technical functions necessary to appraise property within the district for ad valorem taxation. Under the direction and supervision of the Chief Appraiser, district staff carry out the day-to-day operations of the appraisal office in accordance with the Texas Property Tax Code, the Uniform Standards of Professional Appraisal Practice (USPAP), and guidelines issued by the Texas Comptroller of Public Accounts.

Appraisal District staff members serve the public by ensuring that all taxable property is discovered, listed, and appraised at its market value as of January 1 of each tax year, unless otherwise provided by law.


Responsibilities and Duties

District staff are responsible for:

  • Conducting property inspections and gathering data for appraisal purposes;
  • Applying uniform appraisal methods and techniques in accordance with Section 23.01 of the Texas Property Tax Code;
  • Maintaining accurate appraisal records, ownership information, and property descriptions;
  • Processing applications for exemptions, special appraisals, and related property tax benefits as authorized by law;
  • Assisting property owners with questions about their appraisals, exemptions, or related property tax matters; and
  • Preparing appraisal data, notices, and reports required by the Texas Property Tax Code or the Chief Appraiser.

All appraisal and administrative work must be conducted in a professional, impartial, and transparent manner to ensure equity and compliance within the property tax system.


Supervision and Delegation

The Chief Appraiser, appointed by the Board of Directors, serves as the chief administrator of the Appraisal District and has authority to employ and direct staff, as provided by Section 6.05(c) of the Texas Property Tax Code. The Chief Appraiser may delegate responsibilities to qualified employees as necessary to ensure efficient operations.

District staff are accountable to the Chief Appraiser and must perform their duties in accordance with established District policies, professional standards, and applicable law.


Interaction with Property Owners

District staff are often the primary point of contact for property owners. Staff members should provide courteous, accurate, and timely information to the public, while maintaining confidentiality of all records and data protected by law under Section 22.27 of the Texas Property Tax Code.

If a property owner disagrees with an appraisal or determination made by the Appraisal District, staff will explain the available remedies and guide the taxpayer through the appropriate process. Formal disputes over appraisal values or related matters must be resolved through the Appraisal Review Board (ARB) as provided in Chapter 41 of the Texas Property Tax Code.


Professional Conduct

District staff must:

  • Conduct all business impartially and without favoritism;
  • Maintain confidentiality of sensitive appraisal records and taxpayer information;
  • Avoid conflicts of interest or any appearance of bias; and
  • Adhere to ethical and professional standards consistent with the Texas Comptroller’s Property Appraisal Standards Manual and the District’s personnel policies.
